Quite easily: two layers in Photoshop, one painted white and one painted black. Put the noise effect on both layers, setting them to slightly different percentages (e.g. 99% and 100%). If I remember correctly, the blend mode of the 'white' layer should be Overlay, and Multiply for the 'black', but you can just mess around with blend modes and opacity levels of the two layers. Put a grey base layer beneath them and a coloured layer above them set to overlay.
